UAE Free Zone selection guide comparing consulting, e-commerce, technology, media, logistics and manufacturing

The best UAE Free Zone is the one that supports the company's actual activity, customers, facility, visas, logistics, banking profile and long-term plans. A low introductory price is not enough if the licence, location or operating rules do not fit the business.

This guide compares selection factors for consulting, e-commerce, technology, media, trading, logistics and manufacturing. It does not rank one authority as universally best.

Position date: This comparison reflects UAE Government and Free Zone authority information reviewed on 31 July 2026. Activities, packages, facilities and approval conditions can change.

Start with the operating model

Before comparing authorities, answer:

  1. What exact products or services will generate revenue?
  2. Where are the customers located?
  3. Will the company import, export, store or deliver goods?
  4. Does the company need a flexi desk, office, warehouse or industrial unit?
  5. How many owners and visas are required?
  6. Are external professional or product approvals needed?
  7. Will the company need direct Mainland operations?
  8. What banking and payment flows are expected?

Consulting and professional services

A consultancy normally needs accurate professional activity wording, a credible business address, suitable visa eligibility and banking documentation. Flexible digital formation can be attractive, but the authority must permit the exact advisory service.

Meydan Free Zone

Meydan Free Zone promotes a digital setup platform and a broad activity catalogue. It can be shortlisted by consultants, service companies, online businesses and founders who value a Dubai address. Confirm the activity group, visa plan and whether the company needs premises beyond the selected package.

IFZA

IFZA is often evaluated for professional, service and trading structures in Dubai. Review the exact activities, shareholder structure, visa allocation, office solution and current package directly with the authority or an authorised partner.

SPC Free Zone

SPC publishes a searchable activity catalogue covering a wide range of professional, publishing, service and trading activities. Its flexible service model can suit founders who want to add immigration and support services as required.

E-commerce and online businesses

An e-commerce licence is only one part of the model. Check:

  • whether the company sells its own goods, third-party goods or services;
  • importer-of-record and customs requirements;
  • warehouse and fulfilment arrangements;
  • marketplace and payment-gateway onboarding;
  • consumer-protection, website and invoicing requirements; and
  • VAT and Corporate Tax obligations.

Meydan, IFZA and SPC may be shortlisted for eligible digital and e-commerce models, while inventory-heavy operations should place more weight on logistics and warehouse options.

Media, publishing and creative businesses

SHAMS

Sharjah Media City is designed around media and creative entrepreneurship while supporting other eligible business categories. It can be considered for content, production, design, digital marketing and related models when the exact activity is available.

SPC Free Zone

Sharjah Publishing City has a publishing heritage and a broad activity database. Publishers, media businesses, creative agencies and service companies can compare its activity combinations, facilities and visa options.

Media companies should confirm whether the work requires additional content, advertising, influencer, production or broadcasting approvals.

Technology, software and innovation

Technology founders should compare more than the words “IT licence.” The activity must cover software development, platforms, cybersecurity, AI, cloud services, hardware trading or other actual revenue streams.

DMCC

DMCC offers a major international business district and digital company setup process with office solutions. It can suit technology and international businesses that value a large ecosystem and premium Dubai location, subject to activity and facility requirements.

Masdar City Free Zone

Masdar City can be relevant to clean technology, sustainability, energy, life sciences and innovation-led businesses. Its facility and licensing requirements should be matched to the company's research, office or specialist operational needs.

Meydan and other broad-activity zones

Broad-activity authorities can suit software consultancies and digital service companies. A venture requiring laboratories, regulated data services, financial technology approval or hardware storage needs a more specialised review.

Trading, commodities and logistics

DMCC

DMCC is widely associated with commodities, trade and an international member ecosystem. Its official setup process includes pre-approval, company documents and an office solution. It may suit businesses that value sector networks and a premium district.

JAFZA

Jebel Ali Free Zone is strategically connected to major port and logistics infrastructure. It can be considered for import-export, distribution, warehousing, manufacturing and regional supply-chain operations.

RAKEZ

RAKEZ provides commercial and industrial facilities in Ras Al Khaimah. It can be shortlisted for trading, warehousing, light industry and manufacturing where facility cost, logistics route and operational scale fit the plan.

For any trading setup, confirm product categories, customs registration, restricted-goods approvals, warehouse arrangements and how goods will reach Mainland customers.

Manufacturing and industrial projects

Industrial selection requires technical due diligence. Compare:

  • land, warehouse and production-unit availability;
  • power, water, waste and environmental requirements;
  • port, airport and road access;
  • customs treatment and raw-material movement;
  • industrial and product approvals;
  • worker accommodation and transport;
  • fit-out, fire and safety approvals; and
  • expansion capacity.

RAKEZ and JAFZA are commonly examined for industrial and logistics projects, while Masdar City may be relevant to eligible sustainability, clean-tech and life-science operations. The final choice depends on the facility and regulator, not the licence name alone.

Free Zone company and Mainland access

A Free Zone licence does not automatically authorise every form of direct Mainland operation. The route can depend on the activity, goods, customer, branch, distributor, customs process or eligible permit.

Read our guide on how a UAE Free Zone company can do business on the Mainland before selecting a structure.

Tax is not a reason to choose blindly

A Free Zone company is not automatically exempt from UAE Corporate Tax. A Qualifying Free Zone Person may benefit from the 0% rate on Qualifying Income only when the statutory conditions are met. Non-qualifying income can be taxed at the applicable rate, and registration, filing, accounting and transfer-pricing obligations can still apply.

Review the activity, customers, transactions, substance and income streams before relying on a tax assumption.

Banking and payment readiness

No Free Zone can guarantee bank approval. Banks review ownership, activity, customer and supplier countries, expected turnover, source of funds, premises, website, contracts and economic rationale.

A more suitable authority is one that supports a coherent operating profile, not merely the fastest licence.

How to make the final selection

  1. Shortlist authorities that permit every required activity.
  2. Confirm direct and indirect Mainland operating requirements.
  3. Compare the complete first-year and renewal cost.
  4. Match the facility to visas, inventory and customer access.
  5. Check external approvals and professional qualifications.
  6. Map customs, fulfilment and logistics where goods are involved.
  7. Review banking, tax and accounting readiness.
  8. Plan amendments, hiring and expansion for the next three years.
