Who licenses travel agencies in Dubai?

The Dubai Department of Economy and Tourism is responsible for Dubai economic licensing and for regulating tourism services, including travel agents and tour operators. The business may also interact with immigration, aviation, transport, consumer-protection and other authorities depending on its services.

Initial commercial approval does not replace the tourism approval required for the selected activity.

Mainland or Free Zone?

A Dubai mainland structure is commonly considered when the agency will directly serve the Dubai market under locally regulated tourism activities. A Free Zone may suit some travel technology, support or international business models, but a generic Free Zone service licence does not automatically authorise regulated Dubai tour operations.

Is IATA accreditation the same as a licence?
