Opening a restaurant or cafe in Dubai requires more than obtaining a trade licence. The activity, premises, kitchen layout, food-safety controls and operating permits must fit together before the establishment can legally prepare or serve food.

Which licence does a restaurant or cafe need?

The business needs a Dubai economic licence containing the correct food-service activity. The activity must reflect the real concept rather than a convenient label. A restaurant, coffee shop, cafeteria, bakery, cloud kitchen and catering business can have different technical and operational requirements.

Before applying, document:

• the food and beverages that will be prepared or sold;
• whether cooking, baking or reheating will take place;
• dine-in, takeaway, delivery and catering channels;
• the expected seating and production capacity;
• whether food will be imported, manufactured or only served; and
• any additional activities such as shisha, alcohol or outdoor seating.

Which authorities are involved?

The Dubai Department of Economy and Tourism handles economic licensing for mainland businesses. Dubai Municipality regulates food-establishment requirements, including food-related permits and assessment of the establishment layout. Other entities can become involved depending on the building, fit-out, fire systems, signage, location and special activities.

An initial approval or trade-name reservation is not permission to start preparing food. The establishment must complete the applicable technical approvals and receive the documents required to operate.

Choose the premises before finalising the licence

A suitable address is one of the most important decisions. A low-rent unit can become expensive if the intended food activity is not permitted or the building cannot support the required exhaust, drainage, grease management, gas, electrical load, waste handling or fire-safety systems.

Before committing to a property, verify:

• the unit's approved commercial use and the landlord or developer conditions;
• whether the selected food activity is permitted at the location;
• the ability to install compliant ventilation and kitchen equipment;
• water supply, drainage, waste and pest-control arrangements;
• customer, delivery and service access;
• building and community restrictions on operating hours or signage; and
• whether existing alterations have authority approval.

Why layout approval matters

Dubai Municipality provides a service to assess and approve the design layout of food establishments. The layout should be reviewed before construction because workflow and separation affect food safety.

The plan may need to address receiving, storage, preparation, cooking, washing, waste, staff facilities and service areas. Requirements depend on the activity and risk profile. Changing the menu or adding equipment later can require a revised assessment.

• passport, visa and Emirates ID copies for shareholders and managers;
• trade-name reservation and initial approval documents;
• selected restaurant, cafe or food-service activity;
• memorandum of association or other incorporation documents;
• tenancy contract and Ejari;
• location details and professionally prepared layout drawings;

2. Select the legal form and activity. Ensure the licence wording matches the actual operation.
3. Reserve the trade name and obtain initial approval.
4. Screen potential premises. Check commercial use and technical feasibility before making a long-term commitment.
5. Prepare and submit the layout. Obtain the required assessment before beginning fit-out.
6. Complete incorporation and tenancy documentation.
7. Carry out the approved fit-out. Coordinate relevant building and safety approvals.
8. Complete food-safety registrations and inspections.

Staff planning should include appropriate training, medical fitness and occupational requirements. Employment and immigration procedures are separate from the food-establishment approval.

Extra permissions can be required for outdoor seating, shisha, alcohol, entertainment, late operating hours, promotional signs, food trucks, catering, delivery vehicles or importing food products. Product registration and label assessment may apply when importing or selling packaged food.
