“Freelance visa” is widely used in the UAE market, but it can hide an important distinction: the permission to perform freelance work and the permission to reside in the UAE are not necessarily the same product.

A person may need a freelance or self-employment permit for the activity, plus a suitable residence route. Some authority packages combine related services; others provide only the permit or require a separate immigration application.

What is a UAE freelance work permit?

The UAE Government describes a freelance work permit as permission for an individual to work independently without employer sponsorship and without an active employment contract. The person earns income by providing a defined service, completing a task or delivering work to individuals or companies without becoming their employee.

Permitted professions, issuing authorities, workspace rules and residence options vary. Applicants must confirm that the exact service they plan to sell appears on the chosen authority's activity list.

Residence routes a freelancer may consider

Residence connected to a freelance package

Some Free Zones and authorities offer freelance products with optional immigration eligibility. The permit holder may need an establishment card or immigration file before applying for residence. Package inclusions, visa allocation and validity differ.

Green Residency for freelancers and self-employed people

ICP's Green Residency is a renewable five-year, self-sponsored residence route. Current federal guidance for freelancers and self-employed applicants requires:

  • a freelancing or self-employment permit issued by the Ministry of Human Resources and Emiratisation;
  • a bachelor's degree, specialised diploma or equivalent; and
  • proof of stable income or financial solvency, with current guidance stating freelance income of at least AED 360,000 annually during the previous two years.

Applicants should verify the live service card, accepted evidence and application channel before relying on this route.

Existing family or self-sponsored residence

A person already holding eligible family, Golden, Green or other self-sponsored residence may still need the correct permit to perform freelance work. Residence status alone does not approve an unlicensed activity.

Who may benefit from a freelance route?

A freelance structure can suit an individual who:

  • personally supplies an approved professional service;
  • does not need shareholders or employees;
  • works on projects for multiple clients;
  • does not require a trading, industrial or regulated company activity; and
  • can meet client onboarding and banking requirements as an independent professional.

Typical application steps

  1. Define the services. Describe what you will deliver and how clients will contract and pay.
  2. Match the activity. Confirm the exact permitted profession with the issuing authority.
  3. Select permit and residence routes separately. Do not assume that a low-cost permit advertisement includes residence.
  4. Prepare evidence. This may include passport, photograph, CV, qualifications, portfolio, experience evidence and a no-objection certificate where applicable.
  5. Obtain the permit. Complete the authority's application and approval process.
  6. Open immigration files if required. Apply for entry or status procedures, medical fitness, Emirates ID, insurance and residence.
  7. Set up contracts and records. Use written scopes, invoices and payment records from the first client.

What does a freelance package cost?

There is no universal UAE freelance cost. A meaningful quotation should separate:

  • initial permit and annual renewal;
  • establishment card or immigration file;
  • entry permit or status change;
  • medical fitness, Emirates ID and health insurance;
  • residence issuance and renewal;
  • workspace or access-card requirements;
  • qualification attestations and translations; and
  • family sponsorship, if required.

Compare the first-year total and recurring annual cost, not only the advertised permit fee.

Banking, tax and compliance

A permit or residence does not guarantee a bank account. Banks perform their own identity, activity, income, source-of-funds and risk reviews.

Freelancing is also not automatically outside UAE tax rules. Natural persons conducting a UAE business or business activity should assess Corporate Tax registration and compliance under current Federal Tax Authority guidance. VAT obligations may also arise when the applicable registration conditions are met.

Maintain contracts, invoices, expense documents and bank records. Obtain tax advice for the actual services, turnover, customer locations and residence position.

Common mistakes

  • buying a permit before confirming that the activity matches the work;
  • assuming “visa included” covers all immigration costs;
  • working like an employee while labelling the relationship freelance;
  • performing services outside the approved activity;
  • assuming residence automatically authorises freelance work;
  • ignoring contract, intellectual-property and payment terms; and
  • overlooking tax and record-keeping obligations.
