Gym and Fitness Centre Licence in Dubai: Approvals, Costs and Setup

Opening a gym or fitness centre in Dubai requires more than a standard commercial licence. The selected sports activity, Dubai Sports Council approval, premises, coaches, equipment, insurance and public-health controls must work together before the centre opens to members.

What is a gym or fitness centre licence?

Dubai law describes a physical fitness centre as a sports establishment that improves physical fitness and health through suitable equipment and qualified staff. The commercial licence identifies the approved business activity, while the Dubai Sports Council permit authorises the regulated sports establishment.

The same approval should not be assumed to cover every model. A general gym, ladies-only fitness centre, yoga studio, martial-arts academy, swimming facility and specialised sports academy may require different activities, premises and professional arrangements.

Which authorities are involved?

• Dubai Department of Economy and Tourism: issues mainland economic licences.
• Relevant Free Zone authority: issues the commercial licence when the company is established in a Dubai Free Zone.
• Dubai Sports Council: permits and regulates sports establishments, including physical fitness centres, throughout Dubai.
• Dubai Municipality: publishes health-and-safety compliance requirements for fitness centres.
• Building and fire-safety authorities: approve the applicable premises, alteration and life-safety requirements.

Executive Council Resolution No. 1 of 2020 applies across Dubai, including special development zones and Free Zones. A licensing authority may not issue or renew a sports-establishment licence without the required Dubai Sports Council authorisation.

Select the right fitness activity

Define the real operating model before applying:

• open gym and strength-training membership;
• personal training;
• group exercise, cycling or functional fitness;
• yoga, Pilates or mobility classes;
• boxing, martial arts or another sports academy;
• ladies-only facilities;
• swimming, sauna or recovery facilities; and
• sports events, competitions or workshops.

Do not use a generic consultancy or event activity for a permanent fitness operation. Sports events can require separate event permits even when organised by an existing centre.

Mainland or Free Zone?

Both structures may be possible, but the physical centre must be authorised for its actual location. Compare the target customers, permitted premises, commercial authority, lease, visas and Dubai Sports Council process.

A low-cost Free Zone service package or flexi-desk does not by itself authorise a public gym elsewhere in Dubai. The operating venue needs to comply with the applicable sports, building and health-and-safety requirements.

Premises suitability comes first

The law requires premises suitable for the proposed sports activity and compliant with planning, construction, public-health, safety and environmental rules. Before committing to a property, check:

• approved use and landlord or developer consent;
• floor loading for weights and equipment;
• ceiling height and safe equipment clearances;
• ventilation, temperature and indoor-air quality;
• changing rooms, showers, toilets and drinking water;
• accessibility, entrances and emergency exits;
• noise and vibration impact on neighbours;
• safe flooring, mirrors and equipment spacing; and
• parking and member circulation.

A property can look spacious but still be unsuitable due to structural loading, access, ventilation or change-of-use restrictions. Complete technical due diligence before a long-term lease.

Documents commonly required

• shareholder and manager identification documents;
• trade-name reservation and initial commercial approval;
• a study explaining the activities, objectives and financial plan;
• premises documents and layout drawings;
• equipment and facility information;
• manager, coach and professional-staff information;
• approvals from relevant government entities;
• insurance covering risks arising from the sports activities; and
• other activity-specific evidence requested during review.

Step-by-step gym setup process

1. Define the concept and services. List every exercise, coaching, recovery and event activity.
2. Select the legal form and commercial jurisdiction.
3. Reserve the trade name and obtain initial approval.
4. Screen potential premises. Confirm sports use, structural and health-and-safety feasibility.
5. Prepare the business study, layout and equipment plan.
6. Obtain Dubai Sports Council and other external approvals.
7. Complete the tenancy and commercial licence.
8. Carry out the approved fit-out and install compliant equipment.
9. Recruit and register qualified coaches and professional staff.
10. Arrange insurance, safety systems and operating policies.
11. Complete inspections and open only after all permissions are active.

Coaches and professional staff

Dubai Sports Council maintains a register for coaches and professional staff working at sports establishments. Registration is a prerequisite under the governing resolution, and a sports establishment must not employ unregistered coaches or professional personnel.

Check qualifications, experience, first-aid competence and scope of practice. A fitness trainer should not diagnose medical conditions, prescribe treatment or present themselves as a licensed healthcare professional unless separately authorised.

Equipment and operational safety

Equipment should be suitable for commercial use, safely installed and routinely inspected and maintained. Keep service logs, defect reporting and clear instructions. Provide adequate spacing and supervision for higher-risk areas.

Operational controls should address:

• emergency response and first-aid supplies;
• cleaning and disinfection schedules;
• drinking water and changing-room hygiene;
• occupancy and member supervision;
• incident and injury records;
• children and vulnerable-user safeguarding where relevant; and
• equipment inspection and preventive maintenance.

Insurance and member contracts

The Dubai sports-establishment framework requires suitable insurance against damage arising from sports activities or regulatory breaches. Discuss public liability, professional liability, property, employer and business-interruption risks with an authorised insurer.

Membership terms should clearly explain fees, renewals, freezes, cancellation, refunds, facility rules and personal-training arrangements. A liability waiver does not replace safe premises, qualified staff or legally required insurance.

How much does a gym licence cost?

There is no single reliable total for all fitness centres. The budget can include:

• trade-name, initial approval and commercial licence fees;
• Dubai Sports Council approval and renewal charges;
• rent, deposit and tenancy registration;
• design, engineering, building and fire-safety approvals;
• floor reinforcement, ventilation, changing rooms and fit-out;
• commercial fitness equipment and maintenance contracts;
• manager, coach, receptionist and cleaning staff costs;
• visas, insurance, software and access-control systems;
• utilities, marketing and opening inventory; and
• working capital and annual renewals.

Equipment and property costs commonly exceed the headline licence price. Obtain an itemised budget after technical assessment of the premises.

Common setup mistakes

• signing a lease before confirming sports use and structural suitability;
• assuming the commercial licence replaces Dubai Sports Council approval;
• using a flexi-desk licence for a public physical centre;
• offering activities not stated in the permit;
• hiring coaches without checking registration requirements;
• underestimating ventilation, noise, flooring and changing-room costs;
• buying equipment before finalising the approved layout;
• operating without adequate insurance and incident procedures; and
• holding competitions or public events without checking event-permit requirements.
