UAE VAT Tax Invoice Requirements: Full vs Simplified Invoices

Know when a full or simplified UAE VAT invoice is allowed, which fields each needs, the 14-day issue rule, and how ordinary PDFs differ from structured e-invoices.

A UAE VAT invoice needs more than a total and a VAT line. The Federal Tax Authority (FTA) sets different content requirements for a full tax invoice and a simplified one. Which format a VAT-registered supplier may use depends mainly on whether the customer is VAT-registered and, for a registered customer, the VAT-inclusive value of the supply.

This checklist is for businesses already registered for UAE VAT. If you are still deciding whether registration is required, start with our UAE VAT registration guide.

When can you use a simplified tax invoice?

Under Article 59 of the UAE VAT Executive Regulation, a simplified tax invoice may be issued when the customer is not VAT-registered. It may also be issued when the customer is VAT-registered but the consideration for that supply does not exceed AED 10,000. The FTA's invoice guide explains that this amount is the VAT-inclusive price.

For a VAT-registered customer and a supply above AED 10,000, plan on issuing a full tax invoice. Do not assume a retail-style receipt is sufficient simply because the buyer agrees to it. If the transaction involves a special VAT treatment, review the specific rule before relying on the general checklist.

Simplified tax invoice: minimum details

A simplified invoice has fewer required fields, but it must still identify the sale and the registered supplier. Check that it shows:

  • the words Tax Invoice clearly;
  • the supplier's name, address and Tax Registration Number (TRN);
  • the invoice issue date;
  • a description that identifies the goods or services; and
  • the total consideration and the VAT amount charged, shown distinctly.

For example, a receipt that shows only “total AED 105” without identifying the VAT amount is missing a required detail. The FTA explains that the total consideration is the gross amount and the VAT charged should be separately identifiable.

Full tax invoice: practical checklist

A full invoice carries more information so the transaction can be traced and the tax calculated. Article 59 requires, as applicable:

  • a clear Tax Invoice heading;
  • the supplier's name, address and TRN;
  • the customer's name, address and TRN when the customer is VAT-registered;
  • a sequential invoice number or another unique number that identifies the invoice and its order;
  • the issue date and, if different, the date of supply;
  • a description of the goods or services;
  • for each item, the unit price, quantity or volume, VAT rate and AED amount payable;
  • any discount, the gross amount payable in AED, and VAT payable in AED; and
  • the exchange rate used where an amount is converted from another currency, plus any required reverse-charge statement.

Before sending an invoice, compare the customer TRN against the customer's details in your records. Check that invoice numbers are unique and in a traceable sequence, and that a different supply date is not silently replaced by the invoice issue date. A good accounting template can prevent repeated omissions, but it needs to be configured for the right invoice type.

When must the invoice be issued?

The VAT Decree-Law requires a registrant to issue a tax invoice within 14 calendar days of the date of supply. The date of supply is a defined VAT concept and may not simply be the day the customer pays. Check the applicable date-of-supply rule for your goods or services, particularly for advance payments, ongoing contracts or staged work. The FTA also describes rules for a summary invoice covering multiple supplies to the same customer in one calendar month.

What if the invoice is in another currency?

A business may bill in a foreign currency, but the full tax invoice must state the VAT payable in AED and the applied conversion rate. The FTA says the conversion should use an exchange rate approved by the UAE Central Bank. Make the calculation consistent with your accounting records and retain the rate used for the transaction.

How should errors be corrected?

Do not quietly replace an issued invoice without an audit trail. The FTA's guidance points to tax credit notes or additional tax invoices when a VAT invoice needs correcting. Which document is appropriate depends on what changed. Keep the original, the correction and the supporting transaction records together so the VAT return can be reconciled.

Does a PDF count as an e-invoice?

A normal electronic PDF can be an electronically issued tax invoice if it meets the VAT invoice and record-keeping requirements. That is a separate question from the UAE's structured e-invoicing programme. The FTA says PDFs, scans and emails are not structured e-invoices for that programme. Businesses preparing for the new system should review our UAE e-invoicing guide as well as the FTA's current programme page.

A five-minute pre-send check

  1. Confirm the customer is VAT-registered or unregistered and choose the allowed invoice format.
  2. Check the supplier TRN, customer details when required, invoice number and dates.
  3. Review each supply description, discount, AED values and VAT calculation.
  4. Check the foreign-currency conversion or reverse-charge wording if relevant.
  5. Save a secure copy and link it to the sale, payment and any later credit note.
